Philosophy

The Plano ISD Bilingual/ESL program is committed to educational excellence and continuous achievement for all English language learners by embracing bilingualism and biculturalism as valued resources.

Bilingual instruction shall utilize the student’s native language as a foundation for teaching academic content that reflects the Texas Essential Knowledge and Skills (TEKS) and higher-level thinking skills, while building English proficiency to a level that will ensure successful English transition.

ESL instruction shall utilize the TEKS to develop English language skills. The ESL staff will serve as a member of a resource team that will facilitate second language approaches. This collaboration will ensure that students are challenged to perform at a level commensurate with their linguistic proficiency and academic potential in all required subjects.


Mission

The mission of the Plano Independent School District is to provide an excellent education for all students.

The PISD Bilingual/ESL Program believes that culturally and linguistically diverse students should be provided a consistently high quality education so that students are academically successful and prepared to meet the challenges of a changing world.

The program:

  • Provides instruction for the English Language Learner in the most appropriate program format in accordance with Texas Education Agency (TEA) guidelines.
  • Provides instruction that reflects the Texas Essential Knowledge and Skills (TEKS) and PISD curriculum guidelines in all content areas.
  • Promotes acceptance of Bilingual/ESL instruction as an integral part of the whole school program.
  • Promotes understanding and respect for diversity by students, parents, staff and community.
  • Enhances the student’s self-esteem and promotes a positive school climate.
  • Evaluates results and makes adjustments as warranted to address student learning at both campus and district levels.
  • Supports staff development on cultural and linguistic diversity and second language acquisition strategies/methodologies.
  • Addresses issues relating to staffing and instructional/organizational arrangements.
  • Communicates success of Bilingual/ESL programs to the students, parents, district, and community.
  • Actively promotes parental involvement as an integral part of a student’s education.

Goals of the Bilingual Program:

The goals of the Bilingual program are for students to:

  • Attain oral fluency in communication and literacy skills in their native language,
  • Attain high levels of academic achievement in language arts and in content subjects in their native language and in English,
  • Improve their English proficiency,
  • Transfer concepts and skills into English.

Goals of the ESL Program:

The goals of the ESL program are for students to:

  • Improve their English proficiency
  • Attain high levels of academic achievement in language arts and in content subjects

Measurements:

The assessment measurements that will be used to analyze the goals are:

  • TELPAS
  • MAP
  • STARR/EOC

State Policy

"It is the policy of the state that every student in the state who has a home language other than English and who is identified as limited English proficient shall be provided a full opportunity to participate in a bilingual or English as a Second Language program, as required in the Texas Education Code, Chapter 29, Subchapter B."
